Business-to-Business (B2B) e-invoicing mandate introduction
While Kofax is currently in the process of supporting Estonia’s standard VAT rate increase projected for 1 January 2024, the country has also this month unveiled some definitive plans about its vision for e-invoicing in the country.
As part of this, the Estonian government is currently in the process of reviewing its Accounting Act, with a view to insert some pertinent clauses relating to the exchange of electronic invoices.
Some specific modifications to the Accounting Act focus on receivers specifically, including the capability to grant all accounting entities who are registered as receivers in the commercial register the right to request an invoice that conforms to the common European Standard.
In a further clear nod to the VAT in the Digital Age (ViDA) proposal, the suggested amendments remove the reference to a domestic Estonian e-invoice standard, no doubt to align its description with an EU standard.
It is important to note that Estonia’s proposed changes to its Accounting Act do not herald changes to the extent of a full e-invoicing mandate, where suppliers are required to issue invoices via government platform- the changes for now mainly impact invoice receivers.
Estonia is a compliant territory for Kofax. As well as supporting the VAT rate increase confirmed for 1 January 2024, we are following changes to the Accounting Act, with a view to confirming how e-invoicing developments are unfolding in the country and how this will impact our Estonian market.
